Russ you are such a great guy! Few people make an impression on others and you certainly did for me.
My name is Casie and I worked part time for the Lowville village police department cleaning. I had the privilege of meeting Russ and getting to know all about his kids and wife that he dearly loved and spoke about so often. Russ was a genuinely nice guy. We talked and laughed and shared stories, it wasn’t until one of the last times I saw him he shared his sickness with me as I told him about my dad battling small cell cancer. I’m sad and my heart breaks for you all. I’m so sorry, I will miss seeing his friendly smiling face. And know that my family and I keep you all in our prayers as you walk through this storm. God bless you and may your hearts be at peace. Russ, we miss you but certainly will never forget you!

I'm sad to hear the news of Russ paying away, I had the pleasure of working with Russ at Carthage PD and then more than once as my back up with West Carthage PD, there may have been a few times he went out of his way to assist when he probably wasn't suppose to, but that was the kind of man (Officer, friend ) Russ was to many of us. I don't have to go into detail what a great caring man Russ was as anyone who had the pleasure to know him knew he was just that a great man, officer and friend. Thank you Russ for some great laughs and memories I will cherish forever, RIP my brother and now fly high your pain is over. My sincere sympathy to Mrs. Moseley and family.

I worked with russ many years at watertown correctional, when he was on 11-7, I also used to see him from time to time in a lowville village police car, or patroling the county fair. we allway's had a good laugh about the "OLD DAYS" At wcf. I knew he retired from police work because of illness, I did not know why, He allway's was asking when I was going to retire, I would tell him, I am not smart enough ! I am sorry for your loss, He was one of the good guys, gone too soon. A party is a great send off, and he will be there in spirit.

I am very sorry to hear this news. As a young kid playing hockey in Clayton Russ was probably about 17 years old when I broke my leg. I was about 12 years old at the time. Russ was instrumental in getting me skating again and spent many hours coaching me along during open skating sessions. His kindness left a lasting impression on me. I will always remember his kind and giving spirit.
